Data collection done by purposive sampling technique through observation with depth interviews and documentation. The data, then collected, compared and analyzed by qualitative analysis of interactive models. The results showed that the implementation of the “SYAHARIE JAANG” Smart Card service in Samarinda City’s DPMPTSP is well implement, legal basis, competent Human Resources (HR) in the field of technology and computerization, by a better mechanism procedure flow.
